Norfolk Constabulary started their Safe Rider programme in 1998 in response to the rising trend of motorcycle casualties.

Hugely successful, it was nominated for the Prince Michael of Kent road safety awards. Pre-dating the creation of BikeSafe it has retained its local branding but runs underneath the BikeSafe banner.

It is now a partnership project with Norfolk County Council who support it financially as well as performing the administration functions. It was run for 10 years by PC Andy Micklethwaite who is still the lead on the project having retired and become Road Safety Officer (Motorcyclists) at Norfolk County Council.

During 2008 there was a fall in all categories of motorcycle casualty in Norfolk but only a small drop in the number of fatalities from 15 in 2007 to 13. As other vehicle categories of road death have fallen in the County, motorcycles form a disproportionately large percentage of the overall total at 34% whilst being about 1% of all vehicle traffic.

Norfolk County Council support Safe Rider as a key component of their casualty reduction strategy. Open to residents of Norfolk that have received no post learner input, it is hugely popular and well supported by local dealers.

The format is two evening sessions and a road based assessment with a Police Motorcyclist on a marked bike at the weekend costing just £30.
